The Bi-metallic 500 Yen coin issued to represent the Prefecture of Saga features the image of Marquis Okuma Shigenobu. 
He was a popular statesman and politician.  He was the eighth and 16th Prime Minister of Japan.  He founded the Tokyo Senmon Gakko.
