The coin is dated 2008, written in Amharic numerals. This is Ethiopian year count, which they have in use.
The Ethiopian year has 13 months, see

And is normally indicated as EE (Ethuiopian Era) in the catalogs.
And 2008EE corresponds to our 2016AD, so it is a new date for this coin type.

Cyprus plans to issue a Bi-metallic 2 Euro 2017 commemorative coin later this year on  Paphos which is  European Capital of Culture this year.

The first Bi-metallic 2 Euro 2017 will be dedicated to the 1950th anniversary of the martyrdom of Saints Peter and Paul. Essential, crisp, classic looks
the Gabriella Titotto's design that sees the profiles of the two apostles turned to the right, half-length as taken from ancient sculptures, and their respective
attributes (the crossed keys and sword) to complete a balanced composition that - said Mauro Olivieri, UFN director - "had to clear to take into account
the limited size of the interior of the two-euro coin blank for not being too complex and not very expressive."
The second Bi-metallic 2 Euro 2017 will be dedicated to the centenary of the Marian apparitions of Fatima. Orietta Rossi, however, has both harmonized
the two iconographies, symbol of Marian devotion that, for a century, is radiating from the Portuguese town in the world: the three little shepherds -
Lucia, Francisco and Jacinta - are portrayed in foreground in simple clothes of poverty that have made them known everywhere. Behind them rise the
colonnade and the spire of the great sanctuary built on the site of the apparitions between 1928 and 1953 and that, each year, welcomes millions of pilgrims .

5. Bi-metallic 500 Lei 1996 from Andrzej Kasprzycki, Poland
With reference to your last WBCC Newsmail #1073 Item.2 concerning Pattern Bi-metallic 500 Lei 1996 from Romania, I have an additional information

a. I have this Bi-metallic /pattern/ 1996 in my collection- UNC.coin allignment,edge plain - and obverse to reverse rotation about 15  degrees.
b. I have also Bi-metallic 500 Lei Pattern 1995 UNC, coin allignment, edge plain - but: on obverse of this coin /ROMANIA 500 LEI/ below
word LEI  are two letters : C.D  and on the  edge of this coin below C.D is number 3
I have no information about mintage of these coins but I know these Patterns are very Rare !
