2. Bi-metallic 2 Euro 2017 from all Euro countries…. by Martin Peeters, The Netherlands
An update 2017 on national Bi-metallic 2 Euro each year have the same designs. Under European regulations designs used for the national
sides of the coins may only be changed every 15 years. In 2017, countries adopted the euro in 2002 have had the opportunity to change
the designs of all or part of its series of coins

They can also change the designs used for the national sides of regular coins when a change of the Head of State to which they refer occurs.
However, the fact that the Head of State temporarily becomes vacant or is occupied on an interim basis, will not give any additional right to
such change. Something happened when John Paul II died and a number issued by the Sede Vacante, after that the legislation was modified
and now these issues are no longer authorized
