On September 6, 2002 the Central Bank of the Russian Federation puts
into circulation commemorative coins from non-ferrous and precious metals
dedicated to the 200th Anniversary of the Manifesto on «Founding the
Ministries» issued on September 8, 1802 by Alexander I, the Emperor of the
Russian Empire: The obverse of the 10 Rubles coins: at the top - the inscription on the external ring of the disc - «??» (BANK OF RUSSIA), in the lower part of the ring - the date «2002» indicating the year of issue, to the left and to the right on the external ring - pictures of a laurel and an oak twig correspondingly going over to the disc. In the center of the disc - the figure «10» and the inscription under it «??» (RUBLES) indicating the denomination of the coins. Inside of the figure «0» - a security element in the form of the figure «10» and the inscription «???» (RUB - the abbreviation for Rubles) which can be seen at different angles of vision relatively to the plane of the coin. obligatory for acceptance at their denomination for every kind of payments
