It is not legal tender. The penny is no longer a legal tender coin. It was replaced by the 1c coin in 1966.
This is a true Bi-metallic as the penny centre is 99.9% copper and the ring 99.9% silver.
Mintage is 16,437 they only struck the number preordered.

Answer to Bi-metallic Quiz Game question #815.
Finland issued a Bi-metallic coin to commemorate its independence. In which year was independence gained from Russia and what value is shown
There are two answers to this question. Independence was gained from Russia in 1917. The 80th anniversary was commemorated by a Bi-metallic 25 Markkaa in 1997. The 90th anniversary was commemorated by a Bi-metallic 5 Euro in 2007. Any combination of these answers was accepted.
